广东省人民政府办公厅关于加快推进 生猪家禽产业转型升级的意见

各地级以(yi)上市(shi)人民政府,省政府各部门(men)、各直(zhi)属(shu)机(ji)构:
  为落实《国务(wu)院办(ban)公厅关于稳定(ding)生(sheng)猪生(sheng)产(chan)促(cu)进转型升(sheng)级的意见(jian)》(国办(ban)发〔2019〕44号)等工(gong)作(zuo)部(bu)署(shu),促(cu)进我省(sheng)生(sheng)猪、家禽产(chan)业转型升(sheng)级、高质(zhi)量发展,经省(sheng)人民政府同意,现(xian)提出以下意见(jian)。
  一、明确目标任务,推动(dong)产业“四个转型”
  到2025年,全省猪(zhu)肉(rou)、禽(qin)肉(rou)产量分别(bie)保持在(zai)245万(wan)吨以上(shang)(shang)、140万(wan)吨以上(shang)(shang),禽(qin)蛋产量达到40万(wan)吨以上(shang)(shang),生猪(zhu)出栏量保持在(zai)3300万(wan)头以上(shang)(shang)、自给率保持在(zai)70%以上(shang)(shang),家禽(qin)出栏量达到10亿羽以上(shang)(shang);建(jian)设一批全产业(ye)(ye)链(lian)现代(dai)化(hua)企业(ye)(ye),打造转(zhuan)型(xing)升级(ji)示范(fan)区,构建(jian)种业(ye)(ye)、养(yang)殖(zhi)、屠宰加工(gong)、冷链(lian)物流(liu)配(pei)套发展的现代(dai)化(hua)生猪(zhu)、家禽(qin)产业(ye)(ye)体系,实现“四个(ge)转(zhuan)型(xing)”。
  (一)小(xiao)散养(yang)(yang)殖(zhi)(zhi)向标(biao)准(zhun)(zhun)化规(gui)模(mo)(mo)养(yang)(yang)殖(zhi)(zhi)转型(xing)。优(you)化养(yang)(yang)殖(zhi)(zhi)规(gui)模(mo)(mo)结构,引导养(yang)(yang)殖(zhi)(zhi)场(chang)户(hu)升级(ji)改(gai)造,支(zhi)持发展标(biao)准(zhun)(zhun)化规(gui)模(mo)(mo)养(yang)(yang)殖(zhi)(zhi)。到2025年,建设30个10万头(tou)以上生猪养(yang)(yang)殖(zhi)(zhi)场(chang)(基地),300个万头(tou)以上生猪养(yang)(yang)殖(zhi)(zhi)场(chang)(基地),1000个畜禽标(biao)准(zhun)(zhun)化养(yang)(yang)殖(zhi)(zhi)场(chang)(小(xiao)区),规(gui)模(mo)(mo)养(yang)(yang)殖(zhi)(zhi)比(bi)例达到80%以上。
  (二)粗放(fang)养(yang)(yang)(yang)殖(zhi)向绿(lv)色(se)科学养(yang)(yang)(yang)殖(zhi)转(zhuan)型(xing)。淘汰粗放(fang)养(yang)(yang)(yang)殖(zhi)模式,推广科学高效饲养(yang)(yang)(yang)技术,推进畜禽(qin)养(yang)(yang)(yang)殖(zhi)废弃物资(zi)源(yuan)化利用(yong)。到(dao)2025年(nian),建(jian)设(she)100个现代(dai)化美(mei)丽牧场(chang),规(gui)模养(yang)(yang)(yang)殖(zhi)场(chang)粪污综(zong)合利用(yong)率达(da)到(dao)85%以上,粪污处理设(she)施(shi)装备配套基本全覆盖。
  (三)小型屠(tu)宰厂(场(chang))向现代(dai)化(hua)(hua)屠(tu)宰企(qi)业(ye)转型。优化(hua)(hua)屠(tu)宰行业(ye)布局(ju),清理撤并小散厂(场(chang)),推进屠(tu)宰标(biao)准(zhun)化(hua)(hua)建设。到(dao)2025年,建设200个标(biao)准(zhun)化(hua)(hua)屠(tu)宰企(qi)业(ye),全省屠(tu)宰厂(场(chang))数量压减50%以上(shang),规模(mo)企(qi)业(ye)屠(tu)宰量占(zhan)比达90%以上(shang)。
  (四)调(diao)(diao)畜禽(qin)向调(diao)(diao)肉(rou)品转型(xing)。逐步(bu)推(tui)进(jin)实施禁(jin)止(zhi)活猪(zhu)(种(zhong)猪(zhu)和(he)仔猪(zhu)除外)跨大区域调(diao)(diao)运(yun),推(tui)动(dong)养(yang)殖(zhi)生产(chan)(chan)和(he)屠宰加工(gong)配(pei)套布局,构建现代化肉(rou)品冷(leng)链(lian)物流体系。到2025年,建设30个养(yang)殖(zhi)、屠宰、加工(gong)、配(pei)送全(quan)产(chan)(chan)业(ye)链(lian)示(shi)范企业(ye),全(quan)省冷(leng)鲜冷(leng)冻(dong)肉(rou)品供应占比达到30%以上。
  二、科学(xue)规(gui)划养(yang)殖用地,保(bao)障产业发展空间
  (一)保障畜禽(qin)养(yang)殖(zhi)用(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)。各地(di)(di)(di)(di)(di)(di)(di)要(yao)做(zuo)好(hao)生猪(zhu)、家禽(qin)产业发(fa)展(zhan)(zhan)规(gui)划(hua)与国土空间(jian)规(gui)划(hua)的衔接,将畜禽(qin)业用(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)纳(na)入(ru)国土空间(jian)规(gui)划(hua),保障畜禽(qin)业用(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)需(xu)求。鼓励利用(yong)(yong)低丘(qiu)缓(huan)坡、荒山荒坡、灌草丛(cong)地(di)(di)(di)(di)(di)(di)(di)等(deng)建(jian)(jian)设标(biao)准(zhun)(zhun)化(hua)(hua)(hua)规(gui)模(mo)养(yang)殖(zhi)场(chang)。允(yun)许(xu)在Ⅱ、Ⅲ、Ⅳ级(ji)保护林地(di)(di)(di)(di)(di)(di)(di)建(jian)(jian)设规(gui)模(mo)养(yang)殖(zhi)设施,优先(xian)保障安排林地(di)(di)(di)(di)(di)(di)(di)指标(biao),对申请使用(yong)(yong)林地(di)(di)(di)(di)(di)(di)(di)材料齐全(quan)的即到即办。规(gui)模(mo)化(hua)(hua)(hua)、工厂化(hua)(hua)(hua)养(yang)殖(zhi)项目用(yong)(yong)地(di)(di)(di)(di)(di)(di)(di),涉及新增建(jian)(jian)设用(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)的,由各地(di)(di)(di)(di)(di)(di)(di)优先(xian)安排新增建(jian)(jian)设用(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)指标(biao),应保尽保。结(jie)合(he)新农村(cun)建(jian)(jian)设适当预留用(yong)(yong)地(di)(di)(di)(di)(di)(di)(di),规(gui)划(hua)建(jian)(jian)设标(biao)准(zhun)(zhun)化(hua)(hua)(hua)集中养(yang)殖(zhi)小(xiao)区,强(qiang)化(hua)(hua)(hua)龙头(tou)企(qi)业或(huo)合(he)作(zuo)社带动(dong),引导农村(cun)散养(yang)户移栏出(chu)村(cun),发(fa)展(zhan)(zhan)标(biao)准(zhun)(zhun)化(hua)(hua)(hua)规(gui)模(mo)养(yang)殖(zhi)。对依法(fa)划(hua)定的禁养(yang)区内(nei)确需(xu)关停搬迁的规(gui)模(mo)养(yang)猪(zhu)场(chang),当地(di)(di)(di)(di)(di)(di)(di)政(zheng)府要(yao)安排用(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)支持(chi)异地(di)(di)(di)(di)(di)(di)(di)重建(jian)(jian)。(省自然资(zi)源厅牵头(tou),省林业局(ju)、农业农村(cun)厅等(deng)按(an)职能(neng)分(fen)工负(fu)责,各地(di)(di)(di)(di)(di)(di)(di)级(ji)以上市人民政(zheng)府负(fu)责落实(shi)。以下内(nei)容(rong)均需(xu)各地(di)(di)(di)(di)(di)(di)(di)级(ji)以上市人民政(zheng)府落实(shi),不再列出(chu))
  (二)简化(hua)养殖(zhi)设施农(nong)(nong)用(yong)地(di)备(bei)(bei)(bei)案(an)手续。对(dui)收购(gou)、租(zu)赁、入股已有畜禽养殖(zhi)场进行整(zheng)改重(zhong)建、升级改造,原(yuan)(yuan)养殖(zhi)场已办理(li)设施农(nong)(nong)用(yong)地(di)备(bei)(bei)(bei)案(an)的,依法办理(li)备(bei)(bei)(bei)案(an)主(zhu)体变更。已备(bei)(bei)(bei)案(an)设施农(nong)(nong)用(yong)地(di)的畜禽养殖(zhi)场整(zheng)改重(zhong)建、升级改造,在与(yu)原(yuan)(yuan)备(bei)(bei)(bei)案(an)内容(rong)一致的前提下,无需重(zhong)新(xin)备(bei)(bei)(bei)案(an)。对(dui)扩建养殖(zhi)设施的,依法对(dui)新(xin)增设施办理(li)设施农(nong)(nong)用(yong)地(di)备(bei)(bei)(bei)案(an)。(省自然资源厅(ting)牵(qian)头,省农(nong)(nong)业农(nong)(nong)村厅(ting)等按(an)职(zhi)能分工负责)
  (三(san))规(gui)范(fan)禁(jin)养(yang)(yang)区(qu)管理。严格依(yi)法依(yi)规(gui)划定禁(jin)养(yang)(yang)区(qu),除饮用水(shui)水(shui)源保(bao)(bao)(bao)护(hu)区(qu)、风景名(ming)胜(sheng)区(qu)、自然保(bao)(bao)(bao)护(hu)区(qu)、城镇居民区(qu)、文化(hua)教育科学研究区(qu)等(deng)人(ren)口集中(zhong)区(qu)域(yu)以及法律法规(gui)规(gui)定的其他禁(jin)止养(yang)(yang)殖区(qu)域(yu)之(zhi)外(wai),不(bu)得(de)超范(fan)围(wei)划定禁(jin)养(yang)(yang)区(qu)。禁(jin)养(yang)(yang)区(qu)划定后5年内不(bu)得(de)随(sui)意调整。各地(di)要制定禁(jin)养(yang)(yang)区(qu)矢量(liang)化(hua)边(bian)界图(tu),形(xing)成禁(jin)养(yang)(yang)区(qu)范(fan)围(wei)“一(yi)张图(tu)”。禁(jin)养(yang)(yang)区(qu)内省级(ji)以上畜禽(qin)保(bao)(bao)(bao)种场(chang)、核心(xin)育种场(chang)需关闭和搬迁的,地(di)级(ji)以上市人(ren)民政(zheng)府应征求省农(nong)(nong)业农(nong)(nong)村(cun)厅(ting)意见。(省生态(tai)环(huan)境厅(ting)、农(nong)(nong)业农(nong)(nong)村(cun)厅(ting)牵(qian)头)
  三、提升产业综合素质(zhi),促进绿色发展
  (一(yi)(yi))大力发展标准化(hua)规模养(yang)殖。各地要大力引(yin)进(jin)大型企业(ye)建设现代化(hua)畜禽养(yang)殖场(chang)(chang),积极协调(diao)解决(jue)用地、环(huan)(huan)保、防疫等(deng)手续问题,加快标准化(hua)规模养(yang)殖场(chang)(chang)落地投产(chan),形成高质量产(chan)能。鼓励(li)龙头(tou)企业(ye)以(yi)入股、合作(zuo)等(deng)方式,带动小散(san)养(yang)殖场(chang)(chang)户(hu)升级(ji)改造。支持龙头(tou)企业(ye)开展村(cun)企合作(zuo),统一(yi)(yi)规划建设标准化(hua)畜禽栏(lan)舍,统一(yi)(yi)饲养(yang)技术规范、动物疫病防控和粪污处理(li)利用措(cuo)施,建设高效安全(quan)、绿色环(huan)(huan)保的标准化(hua)集中养(yang)殖小区。(省农业(ye)农村(cun)厅牵头(tou),省发展改革委、财(cai)政厅、生态环(huan)(huan)境(jing)厅、自然资源厅、林业(ye)局等(deng)按职能分(fen)工负(fu)责)
  (二(er))推(tui)进畜禽(qin)养(yang)殖废弃物资源化利(li)用。实施畜禽(qin)粪(fen)污资源化利(li)用整县推(tui)进项目,支持推(tui)广清洁(jie)养(yang)殖和(he)粪(fen)污全量收(shou)集处(chu)理利(li)用技(ji)术模式,扶持发(fa)展第三方服务业和(he)有机肥产业,实施有机肥替代(dai)行动,促(cu)进(jin)农牧结合(he)循(xun)环(huan)发展。推(tui)进(jin)符合(he)入网标准的(de)生(sheng)(sheng)(sheng)物(wu)天然气接入城(cheng)市燃气管网,落实沼气和(he)生(sheng)(sheng)(sheng)物(wu)天然气增值税(shui)(shui)即征即退政(zheng)策,对(dui)开(kai)展畜(chu)禽(qin)养(yang)殖(zhi)废弃(qi)物(wu)资源(yuan)化利用的(de)养(yang)殖(zhi)场(chang)生(sheng)(sheng)(sheng)产销(xiao)售和(he)批(pi)发、零售有机肥产品免征增值税(shui)(shui),对(dui)开(kai)展畜(chu)禽(qin)养(yang)殖(zhi)废弃(qi)物(wu)综合(he)利用和(he)无害化处(chu)理的(de)养(yang)殖(zhi)场(chang),不征收环(huan)境保护税(shui)(shui)。(省农业(ye)农村厅、生(sheng)(sheng)(sheng)态环(huan)境厅牵(qian)头,省发展改革委、住房城(cheng)乡建设厅、税(shui)(shui)务局等按职能分工负责)
  四(si)、提高(gao)产业科技(ji)含量(liang),增强(qiang)核心竞争力
  (一)加(jia)快科技(ji)(ji)创新推广(guang)(guang)(guang)。推进(jin)产(chan)学(xue)研(yan)结合(he),开展关键技(ji)(ji)术(shu)和设施设备攻关研(yan)究,提升畜禽(qin)业科技(ji)(ji)创新能(neng)力(li)。引导(dao)科研(yan)机(ji)构和企业深化(hua)合(he)作(zuo),支持建设畜禽(qin)业科技(ji)(ji)研(yan)发、交流、展示、示范平台(tai)。强(qiang)化(hua)饲料研(yan)发,积极(ji)推广(guang)(guang)(guang)低(di)氮、低(di)磷和低(di)矿物质饲料,发展安全、绿色、高效饲料产(chan)品。建立健全畜禽(qin)产(chan)业技(ji)(ji)术(shu)体(ti)系,发挥技(ji)(ji)术(shu)推广(guang)(guang)(guang)机(ji)构和行业协会(hui)作(zuo)用,加(jia)强(qiang)高效实用技(ji)(ji)术(shu)示范推广(guang)(guang)(guang),加(jia)快科技(ji)(ji)成果转化(hua)应用。(省(sheng)农业农村厅(ting)牵(qian)头,省(sheng)科技(ji)(ji)厅(ting)、农科院等按职能(neng)分(fen)工(gong)负责)
  (二)实施畜(chu)禽种(zhong)(zhong)业(ye)振兴行动。加(jia)(jia)强品(pin)种(zhong)(zhong)资源保护和开(kai)发,支(zhi)持建设广东省(sheng)畜(chu)禽遗传(chuan)资源基因库和畜(chu)禽保种(zhong)(zhong)场(chang)、核(he)心(xin)育种(zhong)(zhong)场(chang)、良种(zhong)(zhong)扩繁推广基地,创建以种(zhong)(zhong)业(ye)为龙头的畜(chu)禽科技产(chan)(chan)业(ye)园。加(jia)(jia)强新品(pin)种(zhong)(zhong)(配套系(xi))选育和扩繁,开(kai)展畜(chu)禽良种(zhong)(zhong)联合(he)攻关,提升主要品(pin)种(zhong)(zhong)核(he)心(xin)种(zhong)(zhong)源自给率(lv)和育种(zhong)(zhong)企业(ye)国际竞争(zheng)力。打造一批“粤字号”特色优质畜(chu)禽产(chan)(chan)业(ye)品(pin)牌。至2025年,全省(sheng)地方畜(chu)禽遗传(chuan)资源保护率(lv)达95%以上。(省(sheng)农业(ye)农村(cun)厅牵(qian)头,省(sheng)科技厅、农科院等按职能分工(gong)负责)
  五、加(jia)大改革和监管力度(du),确保(bao)屠宰行业(ye)健(jian)康有序发展
  (一)优化屠(tu)宰行(xing)业结(jie)构(gou)布局。推进屠(tu)宰行(xing)业减数控(kong)量、提质增效。支持建设标准化屠(tu)宰厂(chang)(场(chang)(chang)(chang)),对新建大型标准化产加销一体(ti)屠(tu)宰加工(gong)企业予以优先审批,不受规(gui)(gui)划(hua)数量限(xian)制。督促屠(tu)宰厂(chang)(场(chang)(chang)(chang))落实污水集中处理(li)、达标排(pai)放,加快小(xiao)型屠(tu)宰厂(chang)(场(chang)(chang)(chang))关停并转,依法取缔不符合(he)动物防疫和环保要求的(de)屠(tu)宰厂(chang)(场(chang)(chang)(chang))。逐(zhu)(zhu)步减少生猪(zhu)屠(tu)宰企业代(dai)宰比例。鼓励和引导屠(tu)宰企业从销区向产区转移(yi),逐(zhu)(zhu)步形成与养殖规(gui)(gui)模相(xiang)匹配的(de)屠(tu)宰加工(gong)新格局。(省(sheng)农业农村厅(ting)牵头(tou),省(sheng)生态(tai)环境厅(ting)等按职(zhi)能(neng)分工(gong)负责)
  (二(er))加强(qiang)(qiang)对(dui)屠(tu)宰(zai)企(qi)(qi)业监管。压实(shi)屠(tu)宰(zai)企(qi)(qi)业食品(pin)(pin)安全主体(ti)责任(ren)和(he)属地政府监管责任(ren),严格(ge)生猪(zhu)(zhu)定(ding)点(dian)屠(tu)宰(zai)管理,加强(qiang)(qiang)肉品(pin)(pin)检验(yan)检疫,实(shi)行屠(tu)宰(zai)企(qi)(qi)业非洲猪(zhu)(zhu)瘟自检和(he)肉品(pin)(pin)品(pin)(pin)质检验(yan)制(zhi)(zhi)度,建(jian)立暂存产品(pin)(pin)抽检制(zhi)(zhi)度,强(qiang)(qiang)化(hua)溯源追踪,堵(du)住监管漏洞(dong),严格(ge)处置风险隐(yin)患(huan)。对(dui)定(ding)点(dian)屠(tu)宰(zai)厂(场(chang))要足额配备官方(fang)兽(shou)(shou)医,探索建(jian)立签约(yue)兽(shou)(shou)医或协(xie)检员(yuan)(yuan)制(zhi)(zhi)度,落实(shi)检疫和(he)监管职责,确(que)保生猪(zhu)(zhu)产品(pin)(pin)“两证(zheng)两章一报告”制(zhi)(zhi)度落实(shi)到(dao)位(wei),保证(zheng)定(ding)点(dian)屠(tu)宰(zai)厂(场(chang))“进(jin)合格(ge)猪(zhu)(zhu)、出放心肉”。加强(qiang)(qiang)对(dui)官方(fang)兽(shou)(shou)医和(he)生猪(zhu)(zhu)屠(tu)宰(zai)行业从业人员(yuan)(yuan)的管理教育,严肃查(cha)处失职渎(du)职人员(yuan)(yuan)。(省农(nong)业农(nong)村厅(ting)牵(qian)头)
  (三)加(jia)强肉(rou)品(pin)(pin)(pin)冷链(lian)物(wu)流体(ti)系建设(she)。支持屠宰加(jia)工企业建设(she)冷链(lian)仓储配送(song)设(she)施,减少活畜(chu)禽跨(kua)区流动。鼓励企业延伸产业链(lian),通过自(zi)建、联(lian)建、订单、协议等(deng)方式,建立稳定(ding)的(de)养殖、屠宰加(jia)工、冷链(lian)配送(song)、产品(pin)(pin)(pin)销(xiao)售(shou)联(lian)结机(ji)制,推(tui)进(jin)产加(jia)销(xiao)一体(ti)化发展(zhan)。优化肉(rou)品(pin)(pin)(pin)流通运(yun)(yun)输政策(ce),把仔猪(zhu)及(ji)冷鲜猪(zhu)肉(rou)纳入(ru)鲜活农(nong)(nong)产品(pin)(pin)(pin)运(yun)(yun)输“绿色通道”政策(ce)范围。(省农(nong)(nong)业农(nong)(nong)村厅(ting)牵(qian)头,省商务厅(ting)、市场(chang)监管(guan)局、交通运(yun)(yun)输厅(ting)等(deng)按(an)职能分工负责(ze))
  六、加(jia)强监督指(zhi)导,促进产业规(gui)范发展(zhan)
  (一)规(gui)(gui)(gui)范养(yang)(yang)(yang)殖(zhi)(zhi)场(chang)(chang)审(shen)批(pi)备案手(shou)续(xu)。开展畜(chu)禽(qin)(qin)规(gui)(gui)(gui)模养(yang)(yang)(yang)殖(zhi)(zhi)场(chang)(chang)和养(yang)(yang)(yang)殖(zhi)(zhi)专业户备案工(gong)作,建(jian)立健全直(zhi)联直(zhi)报(bao)信息(xi)平台。落实新建(jian)、改扩建(jian)规(gui)(gui)(gui)模养(yang)(yang)(yang)殖(zhi)(zhi)场(chang)(chang)依(yi)法办理(li)设施(shi)农用地(di)备案、林地(di)使用审(shen)批(pi)、环境(jing)(jing)影(ying)响评价、排污许可、动物防疫条件审(shen)查等制度。现有(you)畜(chu)禽(qin)(qin)养(yang)(yang)(yang)殖(zhi)(zhi)场(chang)(chang)尚(shang)未办理(li)上述法定手(shou)续(xu)的(de),要(yao)及时(shi)整改并在2021年6月30日前(qian)完善审(shen)批(pi)备案手(shou)续(xu),逾期未办的(de)依(yi)法予(yu)以查处。有(you)关(guan)(guan)职(zhi)能部(bu)门要(yao)依(yi)法制定相关(guan)(guan)实施(shi)细则和办事(shi)指引,落实“放管服(fu)”要(yao)求,优(you)化办事(shi)流程(cheng),提高办事(shi)效率,做(zuo)好指导服(fu)务,帮助养(yang)(yang)(yang)殖(zhi)(zhi)场(chang)(chang)完善法定手(shou)续(xu),规(gui)(gui)(gui)范生产经营。对无故拖延办理(li)养(yang)(yang)(yang)殖(zhi)(zhi)场(chang)(chang)有(you)关(guan)(guan)手(shou)续(xu)的(de)单位和人员,依(yi)法依(yi)规(gui)(gui)(gui)追究责任。(省(sheng)农业农村厅、自(zi)然资源厅、生态环境(jing)(jing)厅、林业局等按职(zhi)能分工(gong)负(fu)责)
  (二)落(luo)实养(yang)(yang)(yang)殖(zhi)场(chang)(chang)防疫(yi)措施(shi)。督促养(yang)(yang)(yang)殖(zhi)场(chang)(chang)户建立完(wan)善养(yang)(yang)(yang)殖(zhi)档案,落(luo)实全(quan)进全(quan)出、封闭饲(si)养(yang)(yang)(yang)等(deng)管理制度(du),完(wan)善防疫(yi)设(she)施(shi)设(she)备,压实动物(wu)防疫(yi)主体责任。鼓励有(you)条(tiao)件(jian)的养(yang)(yang)(yang)殖(zhi)场(chang)(chang)户自(zi)行(xing)或委托第三方开展非洲猪瘟(wen)检测,支持建设(she)无疫(yi)小区。(省农(nong)(nong)业农(nong)(nong)村厅(ting)牵头)
  (三(san))全面禁止直接使用餐(can)厨废(fei)弃(qi)物(wu)(wu)喂(wei)猪(zhu)(zhu)。对餐(can)厨废(fei)弃(qi)物(wu)(wu)实行(xing)统一收集、密闭运输、集中处(chu)理、闭环(huan)监(jian)管(guan),严(yan)禁未(wei)经(jing)无害化处(chu)理的(de)餐(can)厨废(fei)弃(qi)物(wu)(wu)流入养殖环(huan)节。落(luo)实养殖场户禁用餐(can)厨废(fei)弃(qi)物(wu)(wu)喂(wei)猪(zhu)(zhu)承诺(nuo)制度,建(jian)立健全饲养台账记录,加(jia)强(qiang)监(jian)督巡查(cha)(cha),严(yan)肃查(cha)(cha)处(chu)违法违规使用餐(can)厨废(fei)弃(qi)物(wu)(wu)喂(wei)猪(zhu)(zhu)行(xing)为。(省住房城乡建(jian)设厅(ting)、农业(ye)农村厅(ting)、市场监(jian)管(guan)局(ju)等按(an)职能(neng)分工负责)
  (四)严格实施(shi)(shi)畜禽调运(yun)(yun)(yun)监(jian)管。实行肉猪(zhu)由养(yang)(yang)殖(zhi)场至屠宰(zai)(zai)厂(chang)和种猪(zhu)、仔猪(zhu)由种猪(zhu)场至养(yang)(yang)殖(zhi)场的“点对点”调运(yun)(yun)(yun)。推进中南六省(sheng)(sheng)(sheng)(区(qu))联(lian)防联(lian)控,实行省(sheng)(sheng)(sheng)外生(sheng)猪(zhu)产品(pin)入(ru)粤(yue)备案管理(li)、省(sheng)(sheng)(sheng)外畜禽及产品(pin)入(ru)粤(yue)指(zhi)定道口运(yun)(yun)(yun)输制(zhi)度。严格生(sheng)猪(zhu)及生(sheng)猪(zhu)产品(pin)调运(yun)(yun)(yun)环节查验(yan),落(luo)实生(sheng)猪(zhu)运(yun)(yun)(yun)输车(che)(che)辆登记备案管理(li)。建设(she)(she)完善病死畜禽无(wu)害化处(chu)理(li)场所、公路(lu)动物(wu)卫生(sheng)监(jian)督检查站、动物(wu)检疫(yi)申报点、活畜禽运(yun)(yun)(yun)输指(zhi)定道口、区(qu)域(yu)生(sheng)猪(zhu)运(yun)(yun)(yun)输车(che)(che)辆洗(xi)消中心等基础设(she)(she)施(shi)(shi),鼓励大型养(yang)(yang)殖(zhi)场、屠宰(zai)(zai)厂(chang)(场)、无(wu)害化处(chu)理(li)场自建车(che)(che)辆洗(xi)消中心,落(luo)实运(yun)(yun)(yun)输环节清洗(xi)消毒措施(shi)(shi)。(省(sheng)(sheng)(sheng)农业(ye)农村厅(ting)(ting)牵(qian)头,省(sheng)(sheng)(sheng)发(fa)展改革委(wei)、公安厅(ting)(ting)、交通运(yun)(yun)(yun)输厅(ting)(ting)、市场监(jian)管局(ju)及海关(guan)总署广东分署等按职能分工负责)
  (五)加强(qiang)环(huan)(huan)境监管执法(fa)(fa)。加强(qiang)对(dui)屠宰厂(场)、规模(mo)养(yang)殖(zhi)场排(pai)(pai)污(wu)口的(de)水质监测,采取随机抽查、专项(xiang)检查等方式,加大环(huan)(huan)境监管执法(fa)(fa)力(li)度。对(dui)非(fei)禁养(yang)区内(nei)排(pai)(pai)放(fang)养(yang)殖(zhi)废弃(qi)物不符合国(guo)家(jia)或(huo)(huo)者地(di)方规定(ding)的(de)污(wu)染(ran)物排(pai)(pai)放(fang)标(biao)准或(huo)(huo)总量(liang)控制指标(biao)要(yao)求,或(huo)(huo)者未(wei)经(jing)无(wu)害化(hua)处理直接向环(huan)(huan)境排(pai)(pai)放(fang)养(yang)殖(zhi)废弃(qi)物的(de)规模(mo)养(yang)殖(zhi)场,要(yao)依法(fa)(fa)限期(qi)治(zhi)理。(省生(sheng)态环(huan)(huan)境厅牵头)
  七、落实(shi)工作责任(ren),强化产(chan)业转型(xing)升级的支(zhi)持保(bao)障
  (一)严格责任(ren)(ren)制(zhi)考核。省(sheng)级建立完善(shan)多部(bu)(bu)门协调机制(zhi),加强(qiang)对生(sheng)猪(zhu)(zhu)、家(jia)禽产(chan)业(ye)转(zhuan)(zhuan)型(xing)升(sheng)级工作的统筹部(bu)(bu)署。各(ge)地(di)(di)级以上市人(ren)(ren)民政(zheng)府要落实属地(di)(di)责任(ren)(ren),对本地(di)(di)的生(sheng)猪(zhu)(zhu)、家(jia)禽产(chan)业(ye)转(zhuan)(zhuan)型(xing)升(sheng)级工作负(fu)(fu)总责,主要负(fu)(fu)责人(ren)(ren)是第一责任(ren)(ren)人(ren)(ren)。将生(sheng)猪(zhu)(zhu)、家(jia)禽产(chan)业(ye)转(zhuan)(zhuan)型(xing)升(sheng)级纳入(ru)省(sheng)推进乡村振兴战略实绩考核,将最低(di)生(sheng)猪(zhu)(zhu)出栏(lan)量(liang)(liang)纳入(ru)“菜篮子”市长负(fu)(fu)责制(zhi)考核,各(ge)地(di)(di)级以上市生(sheng)猪(zhu)(zhu)出栏(lan)量(liang)(liang)不得低(di)于(yu)(yu)《广东省(sheng)生(sheng)猪(zhu)(zhu)生(sheng)产(chan)发(fa)展总体规划和区域布局(2018—2020年)》规定的目(mu)标(biao)任(ren)(ren)务(wu),2021年起不得低(di)于(yu)(yu)2020年的目(mu)标(biao)任(ren)(ren)务(wu)。(省(sheng)农(nong)(nong)业(ye)农(nong)(nong)村厅(ting)牵(qian)头)
  (二)加(jia)强(qiang)财(cai)政和金融支(zhi)持(chi)。中央(yang)农(nong)业生产发展资金和省下达的相关(guan)涉农(nong)资金,在完成(cheng)对市(shi)县考核(he)事(shi)项和绩效目标的前提下,可统筹(chou)用于支(zhi)持(chi)标准化养殖(zhi)场、标准化屠宰厂(chang)(场)、畜禽种业“两场一(yi)基地”、畜禽养殖(zhi)废弃物(wu)资源化利用、动(dong)物(wu)疫病防控、病死畜禽无害化处理、肉品冷链(lian)配送体系等(deng)工(gong)作。支(zhi)持(chi)畜禽养殖(zhi)场配套完善设施装备(bei),落实购置(zhi)补贴政(zheng)策,对符(fu)合补贴范围和(he)条(tiao)件的(de)饲(si)料加工机(ji)械设备、自动(dong)喂料系统、病死(si)畜(chu)禽(qin)(qin)无(wu)害化(hua)处(chu)理设备、畜(chu)禽(qin)(qin)养殖废弃物(wu)资源化(hua)利用装(zhuang)备等实行敞开补贴。落实病死(si)畜(chu)禽(qin)(qin)无(wu)害化(hua)处(chu)理补助,完(wan)善强制扑杀补助机(ji)制,对在国家重点(dian)动(dong)物(wu)疫病预(yu)防、控制、扑灭(mie)过程中(zhong)强制扑杀的(de)动(dong)物(wu)给予补助。推行化(hua)制法等科(ke)学先进的(de)无(wu)害化(hua)处(chu)理方式。积极利用省农(nong)业(ye)供给侧(ce)结构性改(gai)革基金(jin),引导金(jin)融资本和(he)社(she)会投资主体投资生(sheng)猪、家禽(qin)(qin)产业(ye)。拓展(zhan)政(zheng)策性畜(chu)禽(qin)(qin)生(sheng)产保险险种。探索开展(zhan)土地经营权(quan)、养殖圈舍、大型(xing)养殖机(ji)械抵押(ya)(ya)贷(dai)款试点(dian),支持(chi)畜(chu)禽(qin)(qin)保单订单和(he)应收账款抵押(ya)(ya),解决畜(chu)禽(qin)(qin)业(ye)发(fa)展(zhan)融资难(nan)题。(省财(cai)政(zheng)厅、农(nong)业(ye)农(nong)村厅、发(fa)展(zhan)改(gai)革委及广东(dong)银保监局(ju)按职能分工负(fu)责(ze))
  (三(san))建(jian)立生(sheng)(sheng)(sheng)(sheng)猪(zhu)(zhu)(zhu)养(yang)殖生(sheng)(sheng)(sheng)(sheng)态补偿(chang)机(ji)制(zhi)。推进生(sheng)(sheng)(sheng)(sheng)猪(zhu)(zhu)(zhu)产(chan)(chan)(chan)销(xiao)定向对接,建(jian)立生(sheng)(sheng)(sheng)(sheng)猪(zhu)(zhu)(zhu)销(xiao)区(qu)(qu)补偿(chang)产(chan)(chan)(chan)区(qu)(qu)的(de)长效(xiao)机(ji)制(zhi),鼓励(li)生(sheng)(sheng)(sheng)(sheng)猪(zhu)(zhu)(zhu)调入市(shi)根据(ju)调入量按(an)一定标(biao)准向生(sheng)(sheng)(sheng)(sheng)猪(zhu)(zhu)(zhu)调出市(shi)支付补偿(chang)资金,补偿(chang)生(sheng)(sheng)(sheng)(sheng)猪(zhu)(zhu)(zhu)产(chan)(chan)(chan)区(qu)(qu)在发展生(sheng)(sheng)(sheng)(sheng)猪(zhu)(zhu)(zhu)生(sheng)(sheng)(sheng)(sheng)产(chan)(chan)(chan)中(zhong)的(de)疫(yi)病防控、污染治理、质量安全监管(guan)和生(sheng)(sheng)(sheng)(sheng)产(chan)(chan)(chan)补贴(tie)等(deng)投入,平衡产(chan)(chan)(chan)销(xiao)区(qu)(qu)利益,提高产(chan)(chan)(chan)区(qu)(qu)积极性。(省(sheng)财(cai)政厅、农业(ye)农村厅等(deng)按(an)职能分工负责)
  (四)稳定基层机(ji)构(gou)队伍。依托(tuo)现有机(ji)构(gou)编制资源,建立健(jian)全(quan)动物卫(wei)生监督(du)、动物疫病预防控制、兽医(yi)技术推广机构,加(jia)强(qiang)队伍(wu)力(li)量,保障动物(wu)(wu)疫情监测、预防、控制、扑灭、检疫、监督等业(ye)(ye)务(wu)工作(zuo)经(jing)费。落实(shi)动物(wu)(wu)疫病(bing)防控技术人员和官方(fang)兽医(yi)有关津贴,充实(shi)执(zhi)法队伍(wu)动物(wu)(wu)防疫专业(ye)(ye)力(li)量。加(jia)强(qiang)乡镇兽医(yi)站建设,配备与(yu)养殖规模和工作(zuo)任务(wu)相适(shi)应的防疫检疫等专业(ye)(ye)技术人员。(省农(nong)业(ye)(ye)农(nong)村(cun)厅(ting)牵头(tou),省委(wei)编办、省财政(zheng)厅(ting)、省人力(li)资(zi)源(yuan)社会保障厅(ting)等按职能分工负责)
